The CBS Network installed a special hook-up to KTVW to keep the Douglas Edwards program running in the Puget Sound region…

I would guess that Channel 11 deliberately chose not to change their schedule to accommodate Douglas Edwards. They had already known for a couple months they would be losing CBS to KIRO in early ’58. KTVW only carried Edwards as a stopgap until then.
As for it being a special hookup, I would assume that Channel 13 already had a connection to the coaxial cable. It would have been a simple affair for someone at the phone company in Tacoma to switch the CBS feed away from KTNT each night.
